Behind every betting promotion in New Zealand stands one question: who is entitled to make it. This section settles that first, since the answer is a short one.

Section 74AAA of the Racing Industry Act 2020 makes TAB NZ the only body that may lawfully serve racing and sports punters in New Zealand, and has done so from 28 June 2025. It trades as TAB and Betcha, two brands and not two competitors. There is no licence to apply for, and there is no register of bookmakers.

The Act is aimed at the operator. DIA says overseas firms offering these bets are breaking the law, but an individual cannot be convicted for placing an offshore bet. Age 18 is required for betting with TAB NZ.
